A guide who needs fuel asks for a coupon from Trailhead Mobile. Operations is notified and answers by issuing coupons or declining with a reason. Either way the guide is told, and a guide never has more than one open request.

The guide taps Request fuel coupon in Fuel coupons. The request appears under Requests on the Fuel coupons page with the guide's estimated fuel. Management issues a coupon from the request, with the guide already selected, or declines it.
A guide needs fuel and has no coupon left, or expects to run low.
Asking again while a request is open returns that same request instead of creating another.
Each pending request shows the guide, the request date, their estimated fuel left, and any note.
The guide is already selected. Issuing any coupon to the guide answers their open request, and the guide is notified of the new coupon.
The guide is notified with the reason and can request again later. No coupon is created.
Requests a coupon once and follows the answer in the wallet.
Reviews the request with the guide's estimated fuel and issues coupons or declines.
A Coupon requested notice while the request is open, then the new coupon or the reason it was declined.
Why: know whether fuel is coming
Pending requests with each guide's estimated fuel, plus recently issued and declined requests.
Why: answer every request once
A request never creates a coupon by itself; only issuing does. A guide has at most one open request, and requests never create Guide account, payroll, reimbursement, or payout entries.
