Management issues fixed-liter coupons to a guide. The guide records each use once from Trailhead Mobile, and using a coupon always consumes its full liters. Management then compares used liters with recorded Program kilometers without turning the comparison into an accusation or an accounting entry.

Why: record each use once
Issued, available, used, and unavailable liters, each coupon's status and use date, and the Usage comparison by guide.
Why: review fuel use by period without treating an estimate as proof
A coupon is used once and always for its full liters; usage comparisons are guidance and never create Guide account, payroll, reimbursement, or payout entries.
